AFAICS, the message is issued by libSLV2 or one of its dependencies (eg. librdf, redland, raptor, whatever). It's not that critical as it might suggest: the alleged loss of performance may only show up when (re)starting a session and it only deals with LV2 plugin enumeration. So, nothing that can prevent you from a good night sleep ;) unless your LV2 collection is immensely huge which I doubt :)
